The speaker as made use of a figurative speech to explain better and create a stylistic description of Betty´s hair. Just stating that the curls were white, tightly curled and short might not be convey to the listener what Betty´s hairdo really looks like. The sentence also takes advantage of the comparison to introduce a bit of a "pictorial humor" to the listener´s imagination.  

This type of figurative speech is known as a metaphor. A metaphor explains an idea by comparing two obviously different and unrelated things but that both have common characteristics. Therefore, in this case, the listener imagines that, Betty has a hair which is white, tightly curled, short and probably soft as is the case of the poodle´s fur he may have encountered in the past.
