She went into the games trying to survive not to kill people. She volunteered for Prim out of the love in her heart even though she had no practice. She made an alliance with Rue and when she died Katniss made her a memorial then help up the 3 fingers symbol. Then to top it all of she and Peeta beat the system of the games by threatening a double kill at the end.
