His ministerial successes included a treaty with Prussia in 1785 and a Consular Convention with France in 1788. When Jefferson left in 1789, it was to assume the post of Secretary of State in the new federal government under President George Washington. As the United States’ first Secretary of State, Thomas Jefferson supported the French as America’s natural allies but abided by Washington’s preference for neutrality in foreign policy.

The citizens have to block the roads and closed the shops until their demands are accepted of giving civil rights to marginalized groups. In this way the government accept their demands.

It is very effective when everyday citizens have been in securing equal  rights for these groups because the government does not destroy their image and country's economy by rejecting their demands and it will accept their demands.
