Katniss will have to decide what she wants to continue doing, whether that be becoming silent and putting up with the Capitol's wrongdoings, or if it be her rebelling against the Capitol herself. She must decide if she wants to watch the Capitol make horrific decisions that impact other people's lives, or if she wants to risk her own life by possibly saving many others.

Explanation:

The Capitol's form of government is corrupt, and Katniss can obviously see it. Her friends, such as Peeta and Gale, are being brainwashed to help commit crimes such as bombing and murder, while she has to put on a pretty face and visit the districts. She even goes as far as to debate su1c1de when she's locked in her room, for she's that ashamed of what the Capitol is doing. She must make the decision with or without backup.
