Needless to say this is super abstract so, take it all with a grain of salt and mix it up with your own ideas.

Forming a new government allows for reflections on previous governments, and all of their positives and negatives. Its a chance to learn from history while attempting to start aknew. Forming new rules and regulations may improve accountability for individuals within a government, and help to continue the adaptability of the new government. It will also include new goals for a government: while they may resemble the goals of a previous government, the social circumstances and ideas of the public transform rapidly over centuries, resulting in a drastically different new republic.
