Just off of what I know ill try my best to answer these. 
1. I think the answer is A, only because C and D don't really make sense, and B could be it; but A sounds like a better answer.
2.The answer to this one should be B, because Internment camps didn't have captured war people, that was only War camps.

A secular leader can be any leader that does not allow the church to interfere with the business of the country. Secularization is separating the church from the state, so a secular American leader can be pretty much anyone from recent history like Obama, or Bush, or Reagan, or even Kennedy who although sometimes attacked for his Catholicism, was still secular and did not mix his beliefs with the state.

According to this case, it was decided that it is unconstitutional for universities to have special quotas based on race and to fill them out regardless of previous academic success, but they did give possibility for race to be a factor through affirmative action processes. They just couldn't have special quotas.</span>
