The proper way to say it is estoy because if you use the others it would be something like this

(soy) I am the cafeteria

(estoy) I am in the cafeteria

(es) I is in the cafeteria

esta is a feminine word for saying someone is something but it should not be use when speaking of yourself.

The same logic applies to both questions.
