In my opinion Shi Huangdi improved China a lot. Besides unifying the country, he managed to spread its boundaries into practically directions. Besides that, he introduced many political and economic reforms that stabilized that country. Also, he was the ruler that built the Chinese wall, that contributed a lot to the defense of the country.
