He<em> </em>negotiated with the British government in order to have peace with them as instructed by President George Washington.

In the quote above, Jay talked about the "Divine Providence" concerning how the Americans have always been united and how they were rooted in the same ancestor. Thus, <u>it was best for people to stay united under one federalist government in order to repress war</u>. For him, such action will show the other nations that the government is well-united; therefore, it won't invite war at all.
