It can offer you inspiration and show you stylistic choices you may enjoy- a lot of if not all artists learn from others and reference to come to a style they enjoy. Overall it just teaches you a lot on techniques, how to improve, and trains your eye just in general and on what you want to make and see. best of luck!

Yes and no if the whole photo is blurry then yes but if the background is just blurry then it's most likely bringing out an object in the photo
