The New Deal was a program of economic and social reforms introduced in the United States by President Franklin Delano Roosevelt in 1933-1939, the purpose of which was to counteract the effects of the Great Depression. It included legal reforms that stabilized the economy, institutions that stimulate the economy and fight unemployment, the introduction of universal social welfare, programs for the arts, aid to farmers, municipal housing, the introduction of labor laws, conservation programs of the nature and many smaller activities.

After taking office, Roosevelt entered into a reform program aimed at increasing the purchasing power of the population and stimulating the economy by increasing prices. To this end, the export of gold abroad was prohibited, the dollar was no longer converted into gold and the currency was devalued, which stimulated foreign trade. In terms of agriculture, the government decided to reduce agricultural production in exchange for compensation and debt forgiveness of farmers. Roosevelt introduced a welfare program for workers in the form of minimum wage, pensions, and insurance. The powers of the unions were also increased and employers had to enter into agreements with the State regarding working conditions and hours, in exchange for which they received priority in public procurement and guaranteed prices for their own products.

Thus, the New Deal benefited mainly minorities and the most economically disadvantaged groups, since it granted social rights and labor protection to all these individuals. Mainly, African Americans, working women and the lower class in general benefited. However, Roosevelt was not in charge of granting benefits to racial minorities due to their status as such, since he did not have the support for it in Congress and, furthermore, as he was dedicated exclusively to recovering from the crisis.
