I believe it was around June 1942 to August 1943, during World War II.
The element of which the Hinduism has been rejected by
Buddhism is the authority in terms of religion bu the Brahmins. The only thing
that remained in common of which both parties believes is the belief of final
release which is from the cycle of the rebirth.
This is of course subjective, but two of the most important civil liberties are the right to free speech and the right to practice any religion. Many would argue that access to free healthcare and free education at all levels (including college) should be civil liberties as well.
