Answer:

They mostly had negative effects as the Empire was declining since the beginning of 3rd Century. The greatest problem were the reforms of army. Too many mercenaries were included in the army, especially the Germanic tribes, which led to the destruction of the Roman system in general.

Explanation:

Eastern Empire was stronger and richer and therefore didn't had many problems even when the reforms were introduced. Still, western provinces were heavily struck by the incompetence of Roman emperors on one side and by the economic crisis that struck Empire after the death of Marcus Aurelius. These problems eventually led to the fall of Western Roman Empire.
