It first says “Tom is younger than Andy” meaning Andy is older than Tom. So, it is A>T. For now, the ranking might be 1) Andy, 2) Tom.  

Then it says „John is not older than Tom” meaning, Tom is older than John. As we set number 2) for Tom, and John is younger, this will be T>J, meaning 3)John.
