It would be very hard to judge a student based off of citizenship, because they might act differently around teachers than around students. Favoritism could also have an impact in the grade children get. The less a teacher likes a student, the lower the student's grade, and vice versa. Students are also already busy with school, as school is more about passing than learning and students have to scramble to get everything done already, and adding more to stress over on top of that isnt fair to the students.
