Aristotle was the Greek philosopher who described the rhetorical triangle or the three types of appeals or otherwise known as the three proofs. These are known as ethos, logos and pathos.
ETHOS- this is the Greek word for character. It refers to how trustworthy or credible the speaker or writer is and how knowledgeable he or she is concerning a specific subject matter.
PATHOS- is the Greek word for suffering or experience. It refers to the emotions, interests, sympathies, and or imagination.
and lastly, LOGOS- the Greek word for word. It refers to the clarity of the claim, logic and the effectiveness of its supporting details or evidence.
Wizard: it is thought that the Wizard of Oz represents Mark Hanna,
who was the Republican party’s chairman, or perhaps president of the
United States. In the book, the Tin Man, Scarecrow and Dorothy all saw
the Wizard quite differently. This symbolizes the cynicism that exists
in politics due to the fact that politicians tend to change face with

Restrict the ability of African Americans to obtain voting rights.
The black community had less access to education than whites even after slavery was ended; thus their literacy rates were lower. They also experienced much poverty because of prejudice against them in the economic system of the country, so poll taxes could keep them from going to the polls to vote. The "grandfather clauses" were exemptions granted by some states to those whose forefathers ("grandfathers") had full voting rights prior to the Civil War, so if there were poor or illiterate whites, they could vote freely while blacks (whose ancestors had been slaves) were subjected to the laws restricting their voting ability.
These sorts of restrictions against black voters prompted much of the activism of the civil rights movement that began in the middle of the 20th century.
This quote can be understood as Jefferson's dislike for government with a strong power- a government that wants to control and regulate too much can harm the people rather than be beneficial for them. For this reason the concept of limited government was developed-a government that does not have too much power
