Which Mesoamerican civilization had the most highly developed form of government?

I think the answer is Inca because they have a better system compared with Mayan and Aztecs.

The Mayans believe on their priest as the highest in their social class and people base their actions on decisions of the priests' ceremonies to grow their crops and win battles. They don't have a unified society.  

The Aztecs, on the other hand, has a simpler government system that is directed to the families also known as Calpulli which was headed by their city councils. The people lived and also experienced freedom under the empire. They were able to build the biggest cities in Tenochtitlan and made the largest empires in America. 

The Inca had the largest empire in South America. To perform and do responsibilities on the empire it employed a political system. It is governed by monarchy but has several officials that helped that government like the Viceroy, governors, High priests, councils, military officials, judges, tax collectors and other more officers.
