I would assume when talking about climate, the colors on a map would represent how hot or cold it is in any given area. Blue being the coldest and red being the hottest.

Justin Yifu Lin is a Chinese economist who is the author of the book "The Quest for Prosperity: How Developing Economies Can Take Off".
