It officially declared its neutrality at the beginning of the war, but after a failed attempt by Confederate General Leonidas Polk to take the state of Kentucky for the Confederacy, the legislature petitioned the Union Army for assistance. After early 1862 Kentucky came largely under Union control.

In 1860, they had voted by a slim margin for the Constitutional Unionist John Bell, a native son and moderate who continued to search for a way out of the crisis. In Kentucky, Former Vice-Presidents John C. Breckinridge and Richard M. Johnson both hailed from the state, as did Henry Clay, John J. Crittenden, U.S. President Abraham Lincoln, and Confederate President Jefferson Davis, confused at which side to join, It officially declared its neutrality at the beginning of the war. In Virginia, Virginia held the state convention to deal with the secession crisis, and voted against secession on April 4, 1861. Opinion shifted after April 15, when U.S. President Abraham Lincoln called for troops from all states still in the Union to put down the rebellion, following the capture of Fort Sumter. The Virginia convention voted to declare secession from the Union on April 17. A Unionist government was established in Wheeling and the new state of West Virginia was created by an act of Congress from 50 counties of western Virginia, making it the only state to lose territory as a consequence of the war.
