Answer:

Manuel did plagiarize in his report. He took the work of someone else to make it look like his own only by chancing a few words, plus he didn't cite his sources. I do not think this is a credible source because the author never used quotations. Manuel should paraphrase, and have his paper reviewed in the future to avoid plagiarizing in the future.
