He killed people with no restraint, and trained dogs so that they would torture and kill prisoners.

His extreme use of violence and complete disregard for human life is most likely the reason why he was able to reach a position of such authority. Goeth was probably willing to follow almost any order that he received, no matter how atrocious this was. He was also deeply convinced abut many of the ideals of the Nazi Party, such as the racial superiority of the German people. These tendencies most likely helped him in his climb for power.
