Reeve's speech was primarily aimed at valuing Americans with disabilities who still represented an important part of the country. He reinforced the idea that every American has value, including the disabled who need to be active in the midst of the difficulties and prejudice they faced. Despite addressing the issue of people with disabilities, Reeve's audience was non-disabled people. He takes advantage of the existence of this public to reinforce that the Americans with Disabilities Act must be respected by all, this includes that structural improvements are made that allow the accessibility of the disabled to buildings and other public structures.
