In which President Theodore Roosevelt mediated the peace treaty between Japan and Russia who had endured many wars over the control of Manchuria, North East China. In this regard, the Portsmouth treaty focussed on three major issues, the first being the access and the ports of Korea.  Second, the payment of the costs of war and, lastly the control of Sakhalin Island.
