1) So he needs 10 kg, and we know that 1 bag is 1000g=1kg, so to get 10kg we do 1 x 10= 10 bags of lemons.
Sam needs 10 bags of lemons to make lemonade.

2)We know that 1 kg is 1000kg, and we want 5kg= 5000g, to see how many bags of 250g we need for it we do:
5000/250=20 bags.
20 bags are needed to make 5kg.
