Civilization is a set of norms - or rules - both prescriptive and proscriptive that administers rewards and failures for conformance.

Society’s citizens, individually and as families, as well as through its institutions (religions, education systems, governments, courts, business, citizen’s groups, etc.) act to model the norms and to administer the rewards and punishments that make a civilization distinct.
