To keep peace with the Indians, he issued the Proclamation of 1763. The Proclamation gave the land west of the Appalachian Mountains to the Indians for their Hunting Grounds. Any colonists who were already settled in this area were forced to return to the eastern side of the Appalachians.

They were more over crowded and more prone to diseases and death. These conditions lead up to the final solution because the Germans could no longer hold all these prisoners with the space they had to occupy them so they would have to build more camps if they wanted the conditions to be fair.
