The plan was heavily modified by Schlieffen’s successor, Helmuth von Moltke, prior to and during its implementation in World War I. Moltke’s changes, which included a reduction in the size of the attacking army, were blamed for Germany’s failure to win a quick victory.

i dont think that russia is responsable for WWI but germany is, it had the resources to end it by withdrawing its blank cheque which offered suport to austria for its invasion to serbia. russian leaders knew that it would have been in a much stronger position to fight in two years, after having completed its rearmament plan.
