The simplest guide is to regard the passé composé (when it is being used to replace the passé historique) as marking the beginning (or end) of an action or state:

As a verb, like 'Quiet down,' you can use the verb 'tranquilliser.'
For adjectives, you can use 'calme, tranquille, silencieux,' and a couple others
For if you need quiet to be a noun, use 'la tranquillité' or 'le silence.'

The correct answer is True.

The reason I said true is because the meaning of Depuis is "Since". So when we are talking, we say "I've been here since 2 AM". Of course 2AM passed already but I am still here.

So yes, this is true.
