being neutral doesn't help the victim, it helps the oppresor.  basically, if your neutral, your taking the oppresor's side since your not complaining, which can help them gain power, supporters, and control over the situation.

Even though you're not contributing to the racism, you're still ignoring it by doing nothing while a person is being attacked for no reason other than the color of their skin. Being neutral and ignoring a situation that you're able to help stop does certainly help support racial imbalance.
