Southern states such as Virginia did not support the plan to get rid of national debt because they specifically did not have debt, they wanted to remain separate from the other states so they wouldn’t have to pay the debt of other states. This debt came from the costly revolution. They wanted a stronger state government because they did not want to deal with a monarchy like situation.
