Also, because of incessant fire outbreaks in Rome, Crassus established a 500 strong fire brigade men who helps in furthering his quest for richness. If a house is burning, those men will rush to the house but would do nothing till Crassus arrives.

He will offer the house owner to but the house at a ridiculous price. If the person accepts, the fire would be put out but if the person rejects, he will allow the whole house to burn to ground.
