Jackson disagrees with civil disobedience, because he says that such disobedience is "not far removed from open crime." He says that civil disobedience is against the "American way of life." 

Basically, he is saying that civil disobedience is a crime because it creates tensions that lead to violence. Instead, Jackson believed in the democratic process that would eventually lead to a better life for all.

I would say that he is selfish.
Jerry isn't grateful for that nickel the narrator gave him as he believes it is not enough given that everybody else gave more. He is acting rude and inconsiderate and doesn't think about the fact that the narrator may not have more money.
