She judges the clothes that women wear when they work in the fields. She also judges Janie's choice to marry her husband. This indicates that Mrs. Turner is probably racist, and values white people over black.
Out of those two sentences, i would say that the second one is a declarative sentence. it says something as a statement, as a fact. the first one is more like a question.
