Anyone can be an oppressor.

Explanation:

An oppressor is someone that is kind of in control of another. An example I found would be like a mother locking their son in a closet. It's an unfair or abusive situation.

Someone who has been an oppressor <em>has excercised power/authority in an abusive way.   </em>
