Urban means very highly populated. (Lots of people) For instance Russia. The 4 reasons this would be good place to locate industry.

Advertising would be better. If you advertised something in a rural area, such as a small town or village, you wouldn’t get as many clients/customers. You would get a lot of people to come to your store or area you want to advertise.
