I believe the answer is:

A) He describes the victims as common people.

The reason I say this rather than Choice C is because paragraph 1 is focused mostly on how the victims were from the general American community. He only brings in the effect the terrorists wanted at the end of paragraph 1.

what the hell? if I work harder, it should be moving ahead, but, that's not the case, I'm falling behind.

so that's a paradox, how can you work harder and fall behind?  is counterintuitive, contratry to logic, therefore paradoxical.
