Plan A charges 12 cents a mile plus a flat 75 dollars to rent a car. Plan B charges 35 cents a mile with no flat fee.

Plan A is cheaper if you plan to use the car on longer trips as it has the smaller rate of change but because plan B has no flat fee it's wisest to use it for shorter trips.

If the maximum is 250 miles it's always cheaper to use plan B
