A feeling of hope in such a situation would be one that makes the living situation of the humans in the story more bearable or at least more bearable relative to the lives of their ancestors, us.

From the options, A is the best choice because in providing a feeling of intrigue at the prospect of not having a government, the writer allows readers to hope for a world where people do not have to bear the yoke of government and are thus freer.
