<h3>How are Senate and the House of Representatives different?</h3>

Senate is set up such that there can be an unlimited discussion of bills by senators. This means that senators can speak for however period of time they want to regarding a bill.

This allows them to use this as a tactic to delay bills being passed. When senators do this, the process is called a filibuster.

The House of Representatives does not allow for this however, and there are stricter rules on regarding how long a person can discuss a bill which eliminates the chance of a filibuster.
