Interpret President Bush’s quotation: “Terrorist attacks can shake the foundations of our biggest buildings, but they cannot tou

3. What message did he want to get across to grieving Americans?

5. Use the quotation within the paragraph and interpret President Bush’s metaphors, using the words, foundation and steel. Be sure to include a strong concluding sentence to close the paragraph. Write the concluding sentence below.
