The author will address the opposite side's claim. They will state why it is correct and why they have a point. For this paragraph, they state why the opposite also has a valid reason and support it with quotations. Then they will use a counter-claim to state why your side is still better. This gives the reader a better reason to chose your side of the claim.
Probably children between 7 and 9 years old because they have already learned how to read and write but they still have a limited vocabulary range comparing to older people. Also, they do not fully understand written instruction and recreate them in their own minds, the visual cues helpthe written language.
