Following Abraham Lincoln's death, President Andrew Johnson based his reconstruction plan on Lincoln's earlier measure. Johnson's plan also called for loyalty from ten percent of the men who had voted in the 1860 election.
Many of the Republicans who disagreed with Lincoln's 10 % Plan were known as radical Republicans. This faction of the Republican party wanted to punish the Confederacy harshly, since they considered them the reason for the Civil War. This is why the Wade-Davis Bill was much more unfavorable to Southerners compared to Lincoln's 10% Plan.
Ultimately, the Wade Davis Bill is not used as it is pocket vetoed by president Abe Lincoln.
