Answer:

Distracted driving is any activity that diverts attention from driving, including talking or texting on your phone, eating and drinking, talking to people in your vehicle, fiddling with the stereo, entertainment or navigation system — anything that takes your attention away from the task of safe driving.

Texting is the most alarming distraction. Sending or reading a text takes your eyes off the road for 5 seconds. At 55 mph, that's like driving the length of an entire football field with your eyes closed.

You cannot drive safely unless the task of driving has your full attention. Any non-driving activity you engage in is a potential distraction and increases your risk of crashing.

Read this sentence from the passage.
nexus9112 [7]

The president will take any action necessary to restore economic stability.

The passage mentions that the president is willing to ask the Congress for as much power as he would have in times of war, and as wartime is exceptional by its nature (war effort, a nation gathering together and doing everything possible) the passage means that exceptional measure must be taken to tackle the crisis.

The passage The president and Congress do not agree on how to resolve the economic crisis shows no evidence: . If the president is going to ask the Congress, we still don't know if they agree or not.

As it is stated that he will ask the Congress the option - The president will take critical actions without consulting Congress. is nullified.

The passage implicitly compares the current crisis with times of war, not worse than it, so that is why the option - The president believes the current economic situation is worse than war. does not hold.
