These elements meant that many countries in the world (particularly the United States) began to think of the Soviet Union more as a more dangerous and threatening menace, and less as an ally.

Sent in the National Guard--Hoover reacted to the Bonus Army by sending the National Guard out to remove them from the property and sent them home.
The Bonus Army were a group of WWI veterans who were owed a bonus from fighting the war. Due to the conditions of the depression, the Bonus Army came to Washington DC and demanded their bonuses early. Hoover sent the National Guard out to break up the protest and send them home. Hoover was seen as cold and was criticized for the action.
