There were several different effects of the arm race including:
1) Advancements in technology- The competition between the United States and Soviet Union to build a superior military resulted in the development of atomic and nuclear weapons that have the capability of killing millions of people almost instantaneously.
2) Increased political tensions- The constant expansion of the United States and Soviet Union resulted in tension between the two government. Both governments were paranoid about the capabilities of the other country and when/if they would attack. This resulted in the brinkmanship, which represented how the two countries were on the constant brink of nuclear war.
