Absolute value functions are v-shaped. I hthink the turning point you're referring to is the vertex. This is where the inside of the absolute value is zero.
f(x) = |x+2|
0 = x+2
-2 = x

The area of our circle ≈ 206 ft² = πR², Solve for R²:
