One important institution that he reformed was the Church. Previously, Church had been autonomous. Peter reformed Church and was directly connected to him and the government of Russia. Peter wanted to better instruct his army through mathematics and science to learn how to shoot weaponry with better angles, design better strategies and have better navigation for his Naval.
