To understand what makes history historical we need to understand the meaning of the two words.

History is the study of the past as it is described in written documents.  

Historical significance is the process used to evaluate what was significant about selected events, people, and developments in the past.  

If we put these two concepts together we can see that the evaluation of written documents in the past can be analyzed for the significance of events, people and developments over time.
