And C isn't correct because votes are counted in the electoral college, and the amount of electors are tied proportionally to the quantity of people in the Senate and in the House. The latter of those two is based on population, so that would be messing with the system. So, D is the only answer, which logical due to it being an "absentee" ballot, or someone who is absent.

Checks and balances, principle of government under which separate branches are empowered to prevent actions by other branches and are induced to share power. They are applied primarily in constitutional governments. The system of check and balances is used to keep the government from getting too powerful in one branch. For example, the Executive Branch can veto bills from the Legislative Branch, but the Legislative Branch can override the veto.
