Answer and Explanation:

The problem-solution structure used in the documentary addresses the reasons that created the war and the rise of Nazi Germany and how the naval battles were established and all the problems created by these factors. The documentary also shows how the naval industry was influential to solve these problems and to eliminate the disadvantages that the American navy presented.

In short, this structure is established to exalt the rapid capacity of the American naval industry to work for the victory and aggression of enemy forces.

The structure used in this documentary was somewhat innovative and influences documentaries to this day.
